The winter time will now be all the year round, which is GMT+2.
Tzdata uses GMT+3, so it's a bug. I had to configure to use Riga's time now.

  This concerns the following time zones in tz database:
  Europe/Kiev
  Europe/Uzhgorod
  Europe/Zaporozhye
  Europe/Simferopol

  Ukraine is to use the time that was set on March 27, 2011 (the last
  switch to summer time).
