Unless I'm mistaken, this was fixed recently in Ubuntu as well?

Title:
  please invert shell prompt and profile.d sections in /etc/profile

Status in “base-files” package in Ubuntu:
  Triaged
Status in “base-files” package in Debian:
  Fix Released

Bug description:
  Binary package hint: base-files

  In its current form, /etc/profile sources the content of
  /etc/profile.d before setting a default shell prompt.

  This is a very bad idea, as it will always override whatever prompt is
  set by packages that insert files in /etc/profile.d e.g. meta-packages
  produced for a specific site.

  The cure is simple: invert the sections in question in /etc/profile
  so as to allow /etc/profile.d to be sourced *after* the default prompt
  has been set.

  ProblemType: Bug
  Architecture: i386
  DistroRelease: Ubuntu 9.04
  Package: base-files 5ubuntu4
  ProcEnviron:
   PATH=(custom, user)
   LANG=fi_FI.UTF-8
   SHELL=/bin/bash
  SourcePackage: base-files
  Uname: Linux 2.6.30-020630-generic i686
