This is likely the result of another bzr action that failed halfway
through.

What happens if you run "sudo bzr up /etc" ?

  When running update-manager or during an update from the command line
  bzr is firing an error:

  bzr: ERROR: Working tree is out of date, please run 'bzr update'.
  E: Problem executing scripts DPkg::Post-Invoke 'if [ -x /usr/bin/etckeeper ]; then etckeeper post-install; fi'
  E: Sub-process returned an error code
