This bug was fixed in the package upstart - 1.3-0ubuntu10

---------------
upstart (1.3-0ubuntu10) oneiric; urgency=low

  [ Clint Byrum ]
  * debian/conf/failsafe.conf: do delay as script, not pre-start, so
    that the messages/delays are stopped on runlevel immediately. emit
    as an event, failsafe-boot, to provide finer grained control.
    (LP: #863864)
  * conf/rc-sysinit.conf: change from 'started failsafe' to 'failsafe-boot'
    to accomodate changes to failsafe.conf.

  [ Steve Langasek ]
  * Document device-not-ready in upstart-events(7).  LP: #805510.
  * Document desktop-shutdown in upstart-events(7).  LP: #854329.
  * Mention lightdm in the list of example DMs in upstart-events(7), since
    it's now the default...

Title:
  upstart-events(7) does not list device-not-ready event

Status in “upstart” package in Ubuntu:
  Fix Released

Bug description:
  For the natty cycle, a new mountall event "device-not-ready" was added
  to mountall. This event is emitted when the " --dev-wait-time" timeout
  (see "mountall --help") is exceeded.

  Table 1 of upstart-events(7) therefore needs to be updated to include
  "device-not-ready". Details:

  Event: device-not-ready
  Type: 'H' (hook)
  Emit: 'M' (mountall)
  Time: '> (2)' (in other words, after the corresponding "mounting" event for the device in question).
  Note: 'N' (new note 'N' needs to be added stating that event will be emitted when the " --dev-wait-time" timeout is exceeded which default to 30 seconds).

  Table 4 then needs to be updated for the new note 'N'. This note
  should state that then event will be emitted when the " --dev-wait-
  time" timeout is exceeded. If not specified, this defaults to 30
  seconds (*).

  (*) Note that we really need a proper mountall man page. See bug
  805509.
