[Bug 869444] [NEW] release-upgrader preconfigures packages 4 times!

Public bug reported:

Running a natty->oneiric upgrade, and watching the terminal output,
shows that the "Extracting templates from packages" / "Preconfiguring
packages" phase is executed *four* times consecutively before unpack of
packages starts.

That seems a bit weird. And wastes time, especially if you happen to
have apt-listchanges installed.

** Affects: update-manager (Ubuntu)
     Importance: Undecided
         Status: New
