Status in “devscripts” package in Ubuntu:
  Fix Released

Bug description:
  devscripts 2.11.1ubuntu2 alters debchange's default for the
  distribution field to "precise".  I would imagine that that majority
  of oneiric users who invoke debchange will be preparing uploads to
  oneiric, i.e. for their PPAs.

  From my skim of the devscripts changelog, it looks like this update
  usually waits until after release.  Please consider reverting
  debchange's default distribution to "oneiric" until then.
