IIRC, keyboard language is not asked, that is the bug.  You can go
through the steps to identify the keyboard by answering questions.  That
works.  But if the questions are not answered, then there is no fallback
to a menu with a list of keyboard layouts.

  Incomplete
Bug description:
  You can try to have your keyboard layout detected by pressing a series of keys.  If you do
  not want to do this, you will be able to select your keyboard layout from a list.
  Detect keyboard layout?
  <Go Back> <Yes> <No>
  If no is chosen, then no list is presented, the installer skips to the
  next step and does not offer a list of possible keyboard layouts.
  This is in the installer for Xubuntu beta1 alternate.
