  Make the software-properties .policy file dynamically translatable

Bug description:
  Currently the .policy file shipped by software-properties does not
  contain the gettext-domain property, so the translations in the
  language packs are not used for this file. To fix this, the packaging
  should be changed to build using dh_translations.
