I think it has to do with the gnome-control-panel... For some reason
when it comes back after "turn off" it keeps the back light set to 0...
But it does not do it with suspend where it restores the screen
properly.

Bug description:
  When I boot 11.10 Beta on my Dell Inspiron 910, the back-light is
  disabled (or possibly on the lowest setting). Pressing the "Brightness
  Down" button (Fn-9) enables the display backlight.
