Found the problem in /var/log/dist-upgrade/apt.log

Solved by

apt-get remove  friendly-recovery

  I tried to upgrade and I find this error. What would be the steps to
  troubleshoot?

  I've already done

  apt-get update
  apt-get upgrade
  apt-get dist-upgrade
