By the way, there's a workaround by using File -> Install menu.
Software center developers did not disable it by (fortunate) oversight.

Sadly, this workaround does not work for Add-ons section in detailed view of the program.
See, for example, Emacs or GIMP for the idea of what I'm talking about.
Without consent of NetworkManager, the checkboxes will just be disabled there.

Bug description:
  I tried to install a .deb package right after Ubuntu installation finished and noticed that the "Install" button is disabled.
  I had to plug in my LAN cable (which didn't give me Internet access, however, because VPN auth needed).
