I believe this is fixed in later rpm (I tesed 4.9.1.1):
error: wammu_0.36-1_all.deb: not an rpm package (or package manifest):
In case you can reproduce with newer version, please provide package
which does expose this bug.

I`ve expected check if file is rpm package, and rpm may say somethink like "this is not rpm file."
