I am noticing this too (currently writing this in a live 11.10 usb
install environment, waiting for it to continue after a few hours), but
it is clearly due to some sort of download activity. It's already
downloaded a couple hundred megs, and still going. Seems like a really
stupid process (downloading packages at the END of the install), and
unclear, but I don't think it's a bug per se, just poorly communicated
by the installer.
