This happens to me too in Oneiric, and I just upgraded from Natty where it was working correctly.
The Software center doesn't asks you for your password and does nothing because it has no permissions.

Running Software Center with the command 'sudo software-center' makes it
work.

  The install button flashes at the Ubuntu Software Center and i can't solve this problem.I can no longer install or remove any application. 
  I'm using Ubuntu 11.04 - the Natty Narwhal - released in April 2011 and supported until October 2012.
