Title:
  Mirror test doesn't consider mirror freshness or repository support

Status in “software-properties” package in Ubuntu:
  Confirmed

Bug description:
   Go to System > Administration > Software Sources

  Click on Other in the Download from

  Choose Best Server

  Software-sources would run some tests (most probably latency tests)
  and give a mirror which has less latency to you. 

  So till its fine.

  The problem is one doesn't know

  a. How fresh the mirror is ?
  b. Would it update all the repositories or not? 

  Both a & b may or may not be related with each other.

  I have experienced few times that the best server choosen for me
  didn't mean I get a fresher one as well.
