[Bug 874723] [NEW] Ubuntu 11.10 startup and shutdown times

1) i have been using 11.04 from the start, shutdown time was 3secs, but now shut down time is 13 to 14sec
2) start up time is increased by about 10 sec, i didnt do fresh install of 11.10, but upgrade from 11.04
