I'd also seen the 11.10 boot/shutdown times increase considerably.
(I've picked upstart as the package - not sure which package is really at fault here but upstart has a lot to do with startup so it's as good ab et as any.)

Raja: Can you describe the hardware you are running on?
I'm on a Toshiba Equium A100 laptop where I see this.  I guess we should also try bootchart to see where the time is going.

  Ubuntu 11.10 startup and shutdown times

Status in “upstart” package in Ubuntu:
  New

Bug description:
  1) i have been using 11.04 from the start, shutdown time was 3secs, but now shut down time is 13 to 14sec
  2) start up time is increased by about 10 sec, i didnt do fresh install of 11.10, but upgrade from 11.04
