[Bug 875470] [NEW] can't switch to Hebrew at login 11.10

Public bug reported:

In 11.04 when logging in I could choose to use Unity, Unity-2D etc, but I could also choose the menu language.
In 11.10 there is no (known) way to choose which language I want to use in the menus.
For people who aren't fluent in English, this is a problem.
