Thanks for your report. Packages from PPA are blocking the upgrade. Please remove them before trying the upgrade again.
ppa-purge may help you with this task.

Bug description:
  1) lsb_release -rd
  Description:	Ubuntu 11.04
  Release:	11.04

  2) apt-cache policy update-manager
  update-manager:
