Bug description:
  Currently the .policy file shipped by software-properties does not
  contain the gettext-domain property, so the translations in the
  language packs are not used for this file. To fix this, we need to
  change the build process to let python-distutils-extra handle the i18n
  process, instead of the current makefile-based solution.
