This should be fully fixed in Oneiric but you may have flickering
issues, please see bug 810093 for details but the actual brightness
control works. Please open a new bug if the actual brightness control
isn't working for you. Feel free to continue to report any other bugs
you may find.

Title:
Samsung : Brightness controls don't work
Status in “udev” package in Ubuntu:
Fix Released
Bug description:
Binary package hint: hal
Brightness control keys on a Samsung N210 netbook are not recognized and can't be used to control brightness.
Those are the up & down cursor keys (FN+UP and FN+DOWN).
The Brightness is stuck at 100%.
I am using ubuntu 10.10 daily build. Same issue on kubuntu because it
is not kde/gnome related but udev/hal related.
There is a fix available at https://launchpad.net/~voria/+archive/ppa for lucid and karmic.
It does solve the issue on several different Samsung machines.
