This is easy to reproduce by running 'adduser --disable-password
--encrypt-home foo'.

** Package changed: user-setup (Ubuntu) => adduser (Ubuntu)

Title:
preseeded install with encrypted .Private results in no write access
  to $HOME

Status in “adduser” package in Ubuntu:
  New

Bug description:
Trying to set up netboot preseeding with cobbler, and tested
installation with an encrypted Private directory, but the home
directory permissions are set without any write access by the owner..

Another issue (could be related to the above) is that even if I fix
the permissions, mounting the ecryptfs share fails with ecryptfs-
mount-private saying that the "encrypted private directory is not
  setup correctly".
