View the main Bazaar html documentation page (file:///usr/share/doc/bzr/html/index.html) in a browser.
The second item under Core Documentation is 'User Reference'.  However clicking on this link gives an error message:
"Firefox can't find the file at /usr/share/doc/bzr/html/en/user-reference/bzr_man.html"
I thought it might be a misspelt filename but there is not even a folder 'user-reference' as there is a folder 'user-guide'.
Looking at the corresponding text-based template files in /usr/share/doc/bzr/txt/en/ there is a 'user-reference' folder but it is empty except for a readme.txt file.  
On previous version of ubuntu the bzr html documentation did have a User
