An update to David's original patch.

 * Fixes code style, using " instead of ' for strings
 * Fix indentation issue of comment
 * Fix logical issue comparing a string to an int in environ["FOO"] == 1

  There is a new CJK tokenizer in Xapian, that axi should take advantage
