"Copy Web Link" isn't supposed to copy anything from the description.
It's supposed to copy the apt.ubuntu.com link, e.g.
<http://apt.ubuntu.com/p/skype>. Therefore, it should always be
sensitive when you're on a software item screen. See bug 820999.

So yea, the Copy Link menu item is visible even when the application
description does not provide a weblink.
Example: Navigate to Skype's details page, then select Edit, notice
Copy Link is selectable when it shouldn't be.
