Title:
Offline upgrade from Karmic to Lucid using the alternate CD: The
package 'update-manager-kde' is marked for removal but it's in the
  removal blacklist

Status in “update-manager” package in Ubuntu:
  Confirmed

Bug description:
  Binary package hint: update-manager

Upgrading Karmic to Lucid via the "alternate CD" method while offline does not work.
Trying to execute the distribution upgrade by executing "sudo ./cdromupgrade" leads to an error message saying that the "update-manager-kde" package is marked for removal but is in the removal blacklist and the upgrade does not proceed. However, if you download the most recent package lists from the upgrade program first (select "Yes" when asked to download the most recent uploads; after the download has completed you may abort the procedure and disconnect from the Internet, too), the upgrade will proceed, even while being offline.

Ubuntu release: KUbuntu 9.10 Karmic Koala
  Package version: 1:0.126.9
