Then I run software center, it's run background process: 
/usr/bin/python /usr/share/software-center/get_review_stats_helper.py --days-delta 1

and in netstat i see:
tcp        0      1 192.168.1.12:41320      91.189.89.106:80        SYN_SENT    14366/python     on (73.86/5/0)

But i use proxy and all my connection goes through it.
Software center work fine with proxy.
