We could extract the to be downloaded packages during simulate and
download them in the background. Since the download cache (archives) is
locked during every operation we would have to add a secondary cache.
Seems to get quite complicated. We would also have to deal with enabling
additional repositories in the case of purchases. I am not sure if it is
worth the effort.

Bug description:
I was installing a few programs at once. When one of the programs was finished downloading it continued on to install the program. When that program finished it went on to download and install the next one and then went on to the next one after that.
It would save a lot of time if when the program is installing to start the download of the next.
