This appears to be a bug in the Ubuntu website, actually. The installer
users the following template for the URL:

http://www.ubuntu.com/getubuntu/releasenotes?os=ubuntu&ver=11.10&lang=${LANG}

When the lang parameter is specified, it is redirecting to
http://www.ubuntu.com.

Bug description:
  The release notes should always appear when there is Internet
  connection during the install.

  I have noticed two problems: 
  1) When the release notes appear they load www.ubuntu.com instead of the release notes themselves. 
  2) When the installation is happening on a laptop (maybe because it has wireless capability?) the release notes won't appear even if the laptop is connected with Ethernet.
