This is due to an error in your /etc/default/grub file.  From
'VarLogDistupgradeApttermlog.gz' we see:

Setting up memtest86+ (4.20-1ubuntu1) ...^M
/etc/default/grub: 11: splash: not found^M
dpkg: error processing memtest86+ (--configure):^M
 subprocess installed post-installation script returned error exit status 127^M

If you add it as an attachment we can help sort out your configuration
error.
