i enabled -proposed but after updating the database, it doesn't show any
upgrades for sysvinit.  i don't even have sysvinit installed currently.

Bug description:
  Binary package hint: upstart

  upon shutting down or rebooting the system, either through the menu or
  by using the command line /sbin/shutdown, running processes are not
  terminated correctly.  i've noticed the following after rebooting:

  - openoffice documents, though saved, are marked as 'lost' or something, because, after opening openoffice, it prompts me to 'recover' documents
  - after opening gnucash, it says it "could not obtain the lock for" my database.
  - commands that i had previously typed in gnome-terminal have not been saved in my ~/.bash_history
