The dialog is part of software-center:

ui.gtk3.dialogs.DetailsMessageDialog

** Package changed: aptdaemon (Ubuntu) => software-center (Ubuntu)

Title:
Software Center's "Package is of bad quality" dialog is impossibly
  small and cannot be resized

Status in “software-center” package in Ubuntu:
  New

Bug description:
If you try to install a package in Software Center that is, according
to Software Center, "of bad quality", the program gives you the option
to view the details of why. Unfortunately when you click on expanding
the details, the dialog remains impossibly small to actually read the
details, and it cannot be resized. See attached screenshot.
