I've found in the docs that for installer issues the ubiquity package
should be set.
The bug was set to invalid when it was suggested that it was a bad CD
image but the MD5 checks out and I have added more information.
Please note that this bug did not cause me a significant issue and will
probably cause me no further problem but particularly new users could be
put off if they hit this (if it is a wider issue than just me and a
freak occurrence). I'm not too bothered if you fix it but consider this
report a very small contribution to your project.

Title:
No user home directory created on clean install
Status in “ubiquity” package in Ubuntu:
New
Bug description:
Did clean install from 12.04 beta CD image (downloaded 5th April from
the UK mirror). All OK except no home directory for initial user was
created.
As a result could not log in to graphical shell until a home directory
had been created.
/home was configured for it's own partition. I don't know if that was
a factor.
