You're right, I could have sworn that it was part of that package.  I
didn't have the "read-only" problem with 3.1.4, could it have been that
mdmon wasn't needed in that version?

Bug description:
  Looks like a new utility, 'mdmon', was added at some point upstream,
  but never added to the packaging. We should probably ship it, and its
  man page, along with mdadm.
