  Dapper: Boot delayed for ~3 minutes when no network cable present

Status in “ifupdown” package in Ubuntu:
  Confirmed

Bug description:
  When at boot-time the NIC is unplugged, boot will be delayed for about
  three minutes, with the last message being "Configuring network
  interfaces..."

  Considering this doesn't happen with previous Ubuntu releases, this
  would be critical in my eyes.
