I have the same problem as Kenneth. I am manage to install updates via terminal.
apt-get update
apt-get upgrade -qqyfmb (this procedure never fail)

or Synaptic (also never fail)
Update manager always open Changelog windows and shows the same as Kenneth describe.
System is 12.04, previously was 11.10, 12.04 is update via update-manager.
