This is a combination of bugs (preferences->network proxy not setting
the apt proxy, network failure on font file download causing a cascading
package configuration error that breaks the installation) that are all
fixed for the upcoming 12.04 release.

Title:
  Wine can't install - attempts to download font files during
  'Installation' phase

Status in “msttcorefonts” package in Ubuntu:

Bug description:
  Binary package hint: wine1.2

  Running Ubuntu 10.04.2 LTS, using Synaptic, I attempted to install the package Wine 1.2.  
  My internet connection is via a non-transparent proxy.  In Preferences -> Network Proxy, I checked 'Apply System-wide', and Synaptic correctly used the proxy during the 'Downloading Files' phase of the process.
  But, >AFTER< the download phase, during 'Applying Changes', for some reason Synaptic started trying to download arial32.exe and other files from Sourceforge, as I could see when using the Details tab to view progress in a terminal window.  Here, there was no attempt to use the proxy, and every download failed.  For each of the 12 files, the system tried about 10 - 15 mirror sites.

  1.  Why not download these files during the Download Files phase?  
  2.  If this must be done during Applying Changes, consult the system-wide proxy settings?
