I think what you see with English is intentional: all the locales are
installed by the English language pack, but it would make not much sense
to enable them all at the same time, so they are under the default
English entry.
What you see with Chinese is IMHO the same as bug #863378.

Bug description:
Testing Precise ISO build 20120319.
Steps:
1) Boot it from a usb/cd live and click on Try Ubuntu with English language.
2) Click on Install icon on the desktop, connected or not to the net (it's the same)
3) After reboot, the language selector shows as screenshot-19 and screenshot-20 (regional format)
English variants and Chinese are grey in the list, the only installed
language (checked in install/remove languages...) is English.
