don't know if this ist really about update-manager, because update
manager isn't installed on my system at all. (and if i install kubuntu-
desktop, the update-manager is not part of the packages that will be
installed.)
kubuntu-devel-release-upgrade
asks for the password and tells that is will do an
do-release-upgrade -m desktop -f kde -d
if i do an sudo do-release-upgrade -m desktop -f kde -d by hand it tells me that there is no new release found, sadly.

Bug description:
I'm on Kubuntu Oneiric with German set as language in my KDE profile.
When I try to call kubuntu-devel-release-upgrade from the command
line, I immediately get a crash:
