This good idea is still unimplemented over 2 years later.  For something
that's 'not hard to achieve', that's quite a while.

Bug description:
  Hello i have installed mediawiki on my ubuntu hardy server and need imagemagick to have the convert program.
  However imagemagick depend on lot X11 stuff and i think that's not good for a server.

  We should have a way to have basics imagemagick tools who do non
  depends on x integrated in a separate package.
