It seems to be fixed today, it appears now in the manifest :
http://cdimage.ubuntu.com/lubuntu/daily-live/current/precise-
desktop-i386.manifest and in the installed system of the daily-live ISO.

In the 12.04 daily (28.03.2012) there's no obconf in the installation.
You need to install it yourself with apt-get.
