Non-PAE installer appears to work with latest ISO. Props to everyone
involved for getting this fixed.

Title:
Xubuntu nightly ISOs use the non-PAE kernel, but no hd-media image is
  available for that

Status in “debian-installer” package in Ubuntu:
  Fix Released

Bug description:
This may have been an issue since at least the 11.10 series: it is
rare I find an hd-media installer + alternate i386 ISO combination,
that can successfully load an Xubuntu preseed installation. ISOs have
had the generic, but not the PAE, kernel: so the installer gets a "No
  kernel modules were found" error.

  "d-i base-installer/kernel/override-image" and "d-i base-
installer/kernel/image" seem to have no effect in preseed of avoiding
use of the PAE kernel, or the error.

  HD-media source:
  "dists/precise/main/installer-i386/20101020ubuntu130/images/hd-media/"
  on any Ubuntu Linux mirror

  Current ISO source: http://cdimage.ubuntu.com/xubuntu/daily/current/
