The documentation and the behavior should be consistent. So, if the
behavior has been changed, the documentation should change as well.

So the questions are:
 * is the behavior of `dch -r` still changed (as described by the OP)
 * is the documentation still not updated?

If both answers are yes, this report should stay open and get fixed
soon, as this is already an old issue...

Note: If someone delivers the updates in the documentation, I am willing
to send it upstream and get it updated,

  Hi,

  dch -r's behavior is changed under Ubuntu: it will default to jaunty
  instead of the previous changelog entry or unstable; please document
  that in --help and man page doc.
