[Bug 983331] [NEW] retracers exit when rabbitmq is restarted

Public bug reported:

When rabbitmq occasionally hangs and is restarted the retracer script
exits because it cannot make a connection to rabbit.

This means on each rabbitmq restart both the amd64 and i386 retracers
need to be restarted.

Can they be made to retry connections and log failed connections rather
than exiting.

** Affects: whoopsie-daisy (Ubuntu)
     Importance: Undecided
         Status: New
