[Bug 983546] [NEW] Please disable hidden timeout behaviour when using serial console as terminal method

Public bug reported:

Please consider disabling the hidden timeout behaviour when using the
serial console as the terminal method. I don't think I even have a
way of 'holding down shift' over my serial console (VSP in a HP iLO)
and, even if I did, I'd argue that showing the menu with a timeout is
the better UI for servers using a serial console.

** Affects: grub2 (Ubuntu)
     Importance: Undecided
         Status: New
