I'm not entirely sure how to unwind all the bug dependencies, but I agree that
bug 773823 should not be a duplicate of bug 873468.  It actually probably
should be a duplicate of bug 289952, but at this point it's probably easier to
just de-dupe 773823, which I've done.

Unfortunately, I can't personally commit to anything more with bug 773823
right now, and I believe we've adequately addressed the actual problem with
bug 873468.  I hope that's at least some small measure of progress.
