Apport currently checks if there are at least 10 MB free. However,
that's not enough for building an initramfs:
gzip -cd /boot/initrd.img-3.2.0-23-generic | wc -c
39785472
So I propose we bump the limit for /tmp/ to 50 MB? That also seems
appropriate for /usr/.
