Ran into this myself. Only appears to occur on preinstall server images.

Bug description:
  With oem-config 2.10.2 using preseed to automate installation, I am
  unable to set the hostname via dhcp as I am in netboot.  Netboot uses
  "d-i netcfg/get_hostname string unassigned-hostname" and "d-i
  netcfg/get_domain string unassigned-domain" to determine the hostname
  & domain during preseed installation, and works well on all
  architectures in my network (amd64, i386, armel, armhf).  oem-config
  should be able to use the same mechanism or something similar.
