clock-setup does not respond for about 65 seconds

Bug description:
With Ubuntu server daily image(amd64) 2012-04-18,
clock-setup does not respond for about 65 seconds.
Steps to reproduce:
1. begin install with Ubuntu server image
2. step in "Configure the clock"
3. during the message "Getting the time from a network time server..." is shown,
press "Cancel"
Expected result:
4. "Select your time zone" dialogue is shown immediately
Actual result:
4. clock-setup does not respond for about 65 seconds,
then "Select your time zone" dialogue is shown
during hang, the message on tty4 is "clock-setup: rdate canceled."
