Public bug reported:

Hi,

I hope I'm reporting this bug to the right package. After booting the
live-cd, I selected Hebrew as my language and picked "Try Ubuntu".
Instead of setting two keyboard layouts: The Hebrew layout and the
English layout, I only got four variants of the Hebrew keyboard layouts,
and no latin keyboard. Since Hebrew has a different alphabet, this means
that I am unable to type latin characters, until adding the English
keyboard layout manually.

Please change the chosen keyboard layout to be contain both English and
a single variant of the Hebrew layout.

** Affects: ubiquity (Ubuntu)
     Importance: Undecided
         Status: New
